Plasma Physics Collisions?

If particle A (moving) collides with particle B (stationary). And the collision induces a change in energy state of particle B (thus B has a higher potential energy). Does the gain in potential energy denote a loss in kinetic energy and momentum? Can the fact that particle B can absorb energy mean that we do not have a closed system to apply the conservation of momentum law?
