Roasted beets...what are they supposed to taste like?

i've heard from several people how delicious roasted beets are supposed to be. it's now twice that i've tried to make them and i don't know what i'm doing wrong. i followed a recipe today that many people gave 5 stars and my beets taste like they're raw and tough and tasteless. the recipe instructed me to cook them for an hour at 350 degrees, but after one hour they were raw, and after an hour and a half they were still tough. am i the only one who can't cook this simple side dish? or do people like them tough and hard and that's how they are supposed to be?
