How to use adjustable dog whistle?

I have an adjustable dog whistle. I can't seem to understand what the best place should be to "lock" the adjustable part. I have tried multiple whistle positions and they all seem to have the same effect on my dog, she just sits there looking at me with no reaction. Any suggestions?
