Why was the new deal (FDR) called relief and recovery?

The New Deal was FDR's response to the Great Depression. They made many organization like the CCC, that were govenment funded and opened tons of job opportunities. The CCC is responsible for many great works in the US like the Hoover Dam. The Hoover Dam for instance brought energy to thousands of americans and provided jobs for people. When people have jobs, they spend money which helps the economy recover.
